PAUL MILLER’S LAW TAKES EFFECT JUNE 5, 2026 
Pennsylvania’s Paul Miller’s Law prohibits drivers from holding or using a handheld mobile device while operating a motor vehicle. 
The law applies even when stopped temporarily in traffic, at a red light, or at a stop sign.
 Drivers may still use hands-free technology, including Bluetooth-enabled devices, voice commands, and mounted devices used in accordance with the law. 
Emergency communications remain exempt.
 Beginning June 5, 2026, violations are enforceable as a primary offense, meaning an officer may stop a driver solely for a violation of this law. 
A conviction carries a $50 fine, in addition to court costs and other applicable fees. 
Distracted driving continues to be a leading cause of crashes resulting in serious injuries and fatalities. Taking your eyes off the road for even a few seconds can have life-changing consequences. 
Before you drive, put your phone away, activate hands-free features, and focus on the road.
