March 7th, 2025
Cameron County, Ecostrat and the BDO Zone Initiative are pleased to announce the issue of an investment grade BDO Zone ‘A’ Rating for Cameron County, Pennsylvania. The BDO Zone is rated for 450,000 bone dry tons per year of woody biomass and extends within a 75-mile radius from the center point, Emporium, PA.
Cameron County’s ‘A’ rating indicates high prospective viability to support new biobased plant operations, with low risk associated with Feedstock Supply and Infrastructure in the Zone. The region is a leading North American hub for hardwood lumber and wood products, with strong logging and transportation capacity. The area benefits from synergy between pulpwood markets and public forest management, complemented by high-quality infrastructure attributes, including low-cost natural gas, electricity, and rail access. Strong community support, affordable living costs, and a skilled workforce further strengthen the region’s development potential.
“Our ‘A’ rating underscores the transformative potential of our woody biomass resources,” stated Cliff Clark, Executive Director, Cameron County Industrial Development Authority. “We are excited to collaborate with biobased companies to develop our woody biomass value chain, fostering economic opportunities and positioning our region as a center for innovative woody biomass-based manufacturing.”
Jordan Solomon, Chairman of the BDO Zone Initiative, stated, “Cameron County’s BDO Zone ‘A’ rating for close to half a million tons of woody biomass demonstrates exceptional investment potential in the region. This designation will catalyze economic growth and job creation while advancing Pennsylvania’s strategic woody biomass utilization opportunities.”

About The BDO Zone Initiative
The Biofuel Development Opportunity (BDO) Zone Initiative certifies ‘regional readiness’ for bio-manufacturing, creates global connections and ignites an influx of new energy opportunities for farmers, economic developers, and rural businesses. A BDO Zone rating is an internationally recognized, standards-based technical risk assessment of a region’s feedstock, supply chain, and infrastructure risk with respect to the development potential for new biofuel plants. BDO Zone ratings are site location bullseyes for bio-project development. Investment grade ratings are force-multipliers for attracting new manufacturing plants to the areas where they are most likely to succeed, drive investment and create jobs.
