License Your Dog
State, County Officials Continue Statewide Dog Licensing Awareness Campaign During Visit to Indiana County Shelter
Indiana, PA – While visiting the Indiana County Humane Society today, acting Agriculture Secretary Russell Redding urged Pennsylvanians to license their dogs, emphasizing that a current dog license is the best way to ensure lost dogs are reunited with their families.
“Our 12-year-old golden retriever, Lucky, has a current license,” Redding said. “Not only is licensing the right thing to do because you love your pet, but it’s also the law. Lucky is very much a part of our family, and if he somehow got away from home, his license increases the likelihood of him being returned to us more quickly.”
State law requires all dogs, three months and older, to be licensed by January 1 of each year. Owners who fail to license their dogs could face a fine of up to $300 for each unlicensed dog.
The fee for an annual dog license is $6.50, or $8.50 if the animal is not spayed or neutered. Lifetime licenses are available for dogs that have permanent identification like a microchip or tattoo. Older adults and persons with disabilities may be eligible for discounts.
“The Pennsylvania dog license law helps efficiently return a lost dog home to its family. Without this resource the Indiana County Humane Society and other agencies would be overwhelmed with stray and lost dogs,” said Indiana County Treasurer Sandra Kirkland.
The dog license application is simple and only requests owner contact information and details about the dog being licensed, like name, age, breed and color. The information is used by animal control and shelters to identify lost dogs and get them home safely.
“Licensing your dog is so important. Nearly one third of all pets get lost at least once in their lifetime,” said Indiana County Humane Society Board President Shannon Jackson. “A license tells us that there is a probably a family out there desperately looking for their pet, and if there is, we can quickly reunite them.”
As part of the 2015 Dog Licensing Awareness campaign, Redding invited Pennsylvania students, in first through sixth grades, to enter a poster contest to help raise awareness about the importance of dog licensing. The poster must reflect the theme “Love your dog. License your dog.” The entries must also include the www.licenseyourdogPA.com website address. The deadline to enter the statewide contest is May 1.
“This annual contest gets all ages of the family involved in creating awareness about the importance of licensing your dogs,” Redding added. “I encourage all eligible students to participate, be imaginative, and learn more about keeping their ‘best friend’ safe.”
Licensing fees support animal control through the Pennsylvania Department of Agriculture’s Bureau of Dog Law Enforcement, which is responsible for ensuring the welfare of dogs, regulating dangerous dogs and overseeing annual licensing and rabies vaccinations.

Ohio man drowns after fall into river in Gibson Township - The Bradford Era: News - Ohio man drowns after fall into river in Gibson Township: News
Ohio man drowns after fall into river in Gibson Township - The Bradford Era: News - Ohio man drowns after fall into river in Gibson Township: News: An Ohio man drowned on Saturday morning after falling from a bridge into the Driftwood Branch of the Susquehanna River in the area of Tunnel Hill..
Michael Tarbet, 53, of Alliance, Ohio, was walking with a few friends on a railroad bridge leading across the waterway to a camp when he took a tumble into the water, according to Sinnemahoning Volunteer Fire Department chief Jeff Oiler on Sunday afternoon.
Oiler said he was told that Tarbet may have been partially blind and had mobility issues.
When Tarbet fell, those that had been accompanying him made their way back to their vehicle and drove to the main road looking for help, and that’s when they flagged down a state trooper that was in the area, according to Oiler.
Oiler said Tarbet’s companions estimated approximately 10 minutes passed between the time he fell until they found the state trooper, who initiated action on part of emergency responders.
“We were already about 15 minutes behind the eight-ball when the dispatch came through,” Oiler said. “A lot of that area is not accessible other than by foot, so it was hard to get in to look for him. Besides that, the water was very high and moving pretty fast — and it was cold.”
Oiler said Renovo’s water rescue team was nearby with a boat ready to go, having been stationed at George B. Stevenson Reservoir in Sinnemahoning State Park for the safety of boaters for the Cameron County Canoe and Kayak Classic. He said that event, which was to be held on the Susquehanna River, was moved to the reservoir specifically because of the water conditions on Saturday.
Assistant fire chief Adam Johnson said members of the Emporium Volunteer Fire Department arrived at Bennett’s Farm, where Tarbet was found, and assisted in the recovery of the body.
“Unfortunately, with the water being so high and fast. It’s just an unfortunate set of circumstances,” Johnson said.
Emporium-based state police issued a news release pinpointing Tarbet’s location when he was discovered as seven miles southeast of where he fell into the water. Upon recovery, Tarbet was pronounced deceased by Cameron County coroner Ted Walters, who determined the cause of death as drowning.
Members of the Sinnemahoning and Emporium VFDs and state police were assisted on scene by members of the Renovo Volunteer Fire Department, Sinnemahoning Ambulance Service, Cameron County Emergency Management Agency and state Department of Conservation and Natural Resources.

EMPORIUM
— Organizers for the 2015 Cameron County Canoe and Kayak Classic were forced to relocate the race to the lake at Stevenson’s Dam in Sinnemahoning State Park due to extremely high water levels.
The 41st annual Canoe Classic, traditionally held on a 12-mile stretch of the Driftwood Branch of the Sinnemahoning Creek from the Emporium Country Club to the Borough of Driftwood, was set to go on as usual until a day or so before the race when water levels began to climb.
As of the beginning of last week, conditions were announced as “perfect” with river flow rates around 650 cubic feet per second (cfs) at Sterling Run.
Due to last year’s race held on the river in higher-than-average water conditions that saw more than 30 water rescues performed by local volunteer organizations during the hours-long race, water flow limits were put in place to ensure the safety of all paddlers.
At the low end, if water flow dropped beneath 325 cfs, the race would likely have been moved to Stevenson’s Dam. On the high end, if rates went above 2,000 cfs, inexperienced paddlers were to be started at Sterling Run, thus avoiding many of the hazardous spots. If above 2,900 cfs, the race would be moved to Stevenson’s Dam, as well, due to concerns over fast water and the risk for downed trees and debris.
By 6 p.m. the day before the race, water levels had risen drastically to nearly the cutoff for moving the race. At 4 a.m., it was announced via the Canoe Classic website the race would be moved to Stevenson’s for safety reasons
At 7:45 a.m., flow rates at Sterling Run were recorded at 4,350 cfs, far too high for the race to be permitted on its regular route. Several trees had been washed out and were blocking the stream along the race route, as well, causing further hazards in the area.
After registration at the country club, participants were directed to Stevenson’s Dam, where the race was slated to begin just slightly behind its scheduled start time of 11 a.m
Just as organizers were readying to lay out buoys and take safety boats out onto the water, an emergency call came in and a number of local agencies who were on hand to handle water rescues or other issues were forced to leave the scene to help with a water rescue on the Driftwood Branch, the original race course.
Several agencies, including the Cameron County Emergency Management Agency, the state Department of Conservation and Natural Resources (DCNR) and Sinnemahoning Ambulance left the dam to assist in rescue and recovery efforts, but enough personnel from Mountaineer Search and Rescue, Renovo Water Rescue and other agencies remained on hand to run the event.
Organizer Randy Bailey laid out a race course around the lake, which had swollen significantly in size due to the rains and snow melt over the previous 24 hours. Two flights were lined up; recreational canoes and kayaks were to take one lap around the lake, and more experienced paddlers were to take two laps.
Concerns were not limited to fast water and a lower-than-ideal number of emergency personnel. Air temperatures were in the low 40s, and gusting winds of 10 or more miles per hour were compounding issues.
Despite weather and water conditions, the race had a good turnout, and the majority of those who registered and showed up at the dam opted to participate.
Awards of handmade wooden paddles were given, as they are every year, to race winners, with an awards ceremony and spaghetti dinner banquet held at the Emporium Volunteer Fire Department following the race.
